CA RBS vs TX TABC: Multi-State Compliance
CA and TX both require alcohol-service certification, with different curricula, renewal windows and penalties. A field guide for multi-state hotel operators.
If you operate hotels in both California and Texas, your bartenders hold different certifications for the same job. Getting them mixed up is more than paperwork. Dram-shop liability means an improperly certified server can turn one over-poured drink into property-level legal exposure.
California: RBS
California's Responsible Beverage Service (RBS) certification covers ID checking, blood-alcohol basics, refusal techniques, and dram-shop liability. Servers must be certified within 60 days of hire, and training must come from an approved provider.
Texas: TABC Seller-Server
Texas requires TABC Seller-Server certification, focused on ID verification, recognizing intoxication signs, and when to refuse service. Certification lasts two years.
The operational problem
The rules aren't hard individually. The hard part is the matrix: every role, in every state, with its own certification, renewal window, and approved-provider list, all maintained through constant turnover.
